Professor of Philosophy of Law from the Charles III University of Madrid. Director of Advanced Doctoral Studies in Human Rights at the Human Rights Institute, Bartolomé de las Casas. Director of the Universitas Journal and Red El Tiempo de los Derechos. President of the Basketball Club Las Rozas (where he established a Basketball and Disability section).

Has published several books and papers concerning the rights of people with disabilities, among those: The incursion of disability on the theory of rights (2004); Human rights and disability (2006); On universal accessibility and law (2007); The impact of the International Convention on the Rights of Persons with Disabilities on Law 39/2006 of 14 December (2010); The postures of dependency with a focus on human rights (2010); Several reflections on the impact of the International Convention on the Rights of People with Disabilities under Spanish Law (2010), On ability (2012), On disability and rights (2013), The pillar of accessibility and its limits, (2016).

Has led and participated in more than 15 research projects on issues concerning disability, which include: Equality, Non-Discrimination and Disability (Community of Madrid); Delimitation, justification and scope of the concept of universal accessibility (Ministry of Labour and Social Affairs); Accessibility and non-discrimination of people with disabilities in the public sector (Ministry of Education and Science); The impact following the certification and incorporation of the Convention on the Rights of Persons with Disabilities pursuant to the Spanish legal system (ONCE Foundation and Ministry of Science and Innovation); Dis-Ability, In-Dependency and Human Rights (Ministry of Education); Madrid without Barriers (Madrid).
